Wondering where they are in this scene -- where they are physically located? Presumably in private, but I had to go back and re-read with that in mind, because I was assuming this was right after the public ceremony.

No. This is in a room somewhere. Spock talks about the crowd in past tense. I did want to keep the end of the story open, in case I ever think of something - but I'm just not sure Jim could get used to the Captain and First Officer roles being switched, so I'm not sure a story based on that would work.
